Cannabidiol ('CBD';) has been listed as a dangerous drug under the control of the Dangerous Drugs Ordinance (Cap. 134) in Hong Kong since 1 February 2023.
TRAVELLERS ARE WARNED NOT TO BRING ANY PRODUCTS CONTAINING CBD INTO HONG KONG.
This ban includes any products containing CBD irrespective of the concentration, including skin care products, edible oils, health supplements, etc.
Possession and consumption of CBD in Hong Kong will be subject to a maximum penalty of seven years' imprisonment and a fine of HK$1 million. Trafficking and illicit manufacturing of CBD are liable to a maximum penalty of life imprisonment and a fine of HK$5 million.
